Libya Business Registration Digitalization Project

Libya is advancing its digital transformation by implementing the eRegulations system, developed by UNCTAD, to streamline business registration processes and other investment-related processes. This initiative is part of the EU-funded E-NABLE program, executed in collaboration with Expertise France and the Libyan Ministry of Economy and Trade.

Objectives

Enhance transparency and reduce corruption by publishing procedures online and minimizing bureaucratic hurdles.

Develop an online prototype for business registration, including trade name reservation, company formation, and amendments.

Build capacity within Libyan institutions to enhance transparency of procedures and develop digital services for businesses.

Key Achievements

Launched the eJraat portal, providing step-by-step guidance on administrative procedures in Arabic and English.

Trained officials from the Commercial Registry Authority and General Information Authority on the eRegistrations platform.

Developed a prototype for an online company registration system.

Facilitate easier and more efficient company registration for both local and foreign investors.

Reduce opportunities for corruption by limiting face-to-face interactions and increasing process transparency.
